What a bunch of crap. That means that the death penalty would actually frightened away people from killing others. And it doesn’t. People who kill other people don’t think about the long-term effects. If they thought at all about the future they would never even think of killing anyone unless they were sure that they wouldn’t get caught. So unless the death penalty deters people from killing them this statement is completely false. And it surely does not deter many, if any people. Obviously the death penalty kills those who have killed. That only means that the number of deaths goes up.
